What happens if the wife refuses to consent?

From what I’ve heard a Thrift Savings Plan is the government employee equivalent of a 401k, but is a 401k the same as a retirement plan?

I am 58 yrs old and plan to retire next year. I have the option to place money (G fund) into the Thrift Savings Plan., and make about 4 % interest. I also have the option of placing my savings in a regular back account, and make about .6% interest. What option will be taxed less on the long run?
